Description

In order to approximate a measurement of iOS 'New Install' we want to instrument a singular one-time onboarding event to be sent when an iOS user is shown the first screen on the current 'new user onboarding flow'.

Data should be sent to product_metrics_app_base

Use the existing instrument_name value apps-open
action: app_open
action_source: new_install_onboarding_start

New Onboarding screen:
(Can be added when new Home Feed is being instrumented)
