Feature summary:
When a bare citation is already followed by a {{Dead link}} template, it should not be shown to newcomers as part of the convertReference suggestions.

Use case(s):
In those instances, it is much more difficult for newcomer editors to deal with. -- They need to learn about archive.org and then manually create a more complicated citation template (if the old content is still available via archive.org).
