📜P1 - Update content of the hosting policy before its activation

Description

The content of the hosting policy was updated based on the learnings from the pilot project.

Content is available at: https://www.mediawiki.org/w/index.php?title=Wikibase/Wikibase.cloud/Hosting_policy&oldid=8470845
Difference can be found through mediawiki.

This task is to introduce these changes on the hosting policy page of platform UI.
Do not include the "What changed" section, as this will be the first formal version of the policy (the "What changed" section is only useful to people who were following the evolution of the drafts of the policy on mediawiki.org).

The UI file to store this content in is: version-1.vue
