[Image Browsing] Easier opt-out for logged-in users

Description

Context: we want to make it easier to get to an account-level toggle for the Image Browsing opt-out

Acceptance criteria: make setting available on desktop at https://en.wikipedia.org/wiki/Special:Preferences#mw-prefsection-rendering

  • setting should only show when carousel graduates beta
  • setting will be available on desktop skins
  • this setting and the Minerva one should be synced (question: can/do they actually live at the same location? I see the URL is the same when I access it on mobile web so maybe this task ends up being as simple as removing conditional logic for the existing toggle and updating copy?)
  • setting will be a toggle, styled similarly to https://en.wikipedia.org/wiki/Special:Preferences#mw-prefsection-rendering
  • copy/text to label the new setting TK from @SherryYang-WMF

I remember multiple options being on the table (making changes to where it is in settings? close icon in carousel?)

There are a few options in Figma, but it's unclear to me which one to implement. I'll ask in Slack for clarity (Slack thread)
