Description:

In the Article Guidance workflow, editors are asked to provide their sources before entering the Visual Editor. These sources are added to the reference section of the pre-loaded article structure. However, once inside the VE, there is no easy way to reuse those sources when writing, editors have to re-enter them manually if they want to cite them inline.

This is friction introduced by the Article Guidance workflow itself: we collected the sources, but we don't make them easy to reuse.

How to reproduce:

• Complete the Article Guidance pre-VE flow and provide one or more sources.
• Enter the Visual Editor with the pre-loaded article structure.
• Try to cite one of the previously provided sources inline while writing a section.

What happens?

The only options available are adding a new citation via "+" or clicking a [source] placeholder in the pre-loaded structure. Previously provided sources are not surfaced as options to reuse.
What should happen?

Editors should be able to easily reuse sources they provided during the Article Guidance flow when adding inline citations inside the VE.
