Description

When there are no notifications pending, the bell icon should be the outline version.

Currently, the "quiet" state has one bold icon and one outline icon.

Maybe the switch from in-tray to envelope highlighted the contrast between the two icons, but the ticket is not directly related.
This calls for using a different icon (bellOutline), not an update to design of the existing icon.

The icon should "go bold" (change from bellOutline to bell) when there is a pending notification.

This actually feels more related to T430180: Icons: Fix/improve icon usage in MediaWiki. Let's leave this open as its own task to help separate out the work in that other task. Thanks for filing!
