Background
As part of https://phabricator.wikimedia.org/T429258 we updated the "tools" menu dropdown at the top of pages to an ellipsis icon. We should consider adding a hover-over tooltip so it is consistent with the other buttons and tabs in the menu tray.
User story
As a desktop user of Wikipedia, hovering my cursor over the ellipsis icon displays a tooltip that describes what it is. (Maybe "More options"?)

Acceptance criteria
- Hovering over the ellipsis menu shows a tooltip describing the button
- Ensure it works well in various languages as a translated string
- Ensure screen readers can read the tooltips successfully (Loren confirmed that there's already an aria-label for the ellipsis button that worked well!)
