[MEX] M5 - make sure the "add statement floating button" doesn't overlap with the "newcomer feature button"

Description

The problem: a new floating button has been deployed to MEX, it is part of the newcomer features by WMF, and in some cases, it overlaps with the floating add statement button:

Since the add statement button is to solve a major paint point confirmed in many user tests, we cannot simply disable it, even for newcomers. So the best case is, we move it up, to make sure it never gets under the newcomer button, and give it a shadow for consistency:

  • Button moves 10px up so the buttons don't overlap anymore
  • Button gets a shadow: color #A2A9B1, X0 Y1 Blur 2 Spread 0
  • pair with Alice before finishing to check if these figma values translate into pixel reality as expected (i am skeptical) or adjustments need to be made to match the right visual
