On here it shows you how to setup auth.
It doesn't mention that readonly access is free from ToolForge.

I tested this a few days ago and at the time, from memory, it didn't work. I wasn't able to call the toolforge API without authentication.

Maybe the original suggestion for this was referring to the wiki Action API instead of the REST API? Unsure.
