Description
Some essential tasks are not one time actions. Editors should be able to complete them multiple times as their wiki grows. This task introduces repeatable behavior for four tasks in the Essential Tasks dashboard.
Affected tasks
- Add categories using HotCat
- Translate or create an essential article (Addressed in T433369: Redefine "task completion" for the Create essential articles task using on-wiki signals and make it repeatable)
- Translate core interface messages (Addressed in T433428: Make the "Translate interface messages using Translatewiki" task repeatable)

Proposed changes
- On the task card, once a task has been completed at least once, the "Start task" button is replaced with "Repeat task."
- Each task card shows a per-task run count in the bottom right corner (e.g. "↻ 2 runs").
- The Essential Tasks card header shows a total run count across all repeatable & non-repeatable tasks in the top right corner (e.g. "↻ 7 runs total").
- The 1/6 completed counter in the status bar counts unique task completions only. Repeat runs do not increment it.
- The task flow (intro, steps, completion screen) is unchanged.
