T428816 implements a way to surface a count of the number of suggestions available within a given Wikipedia article (read: revisionID).

The first application of the above will be a controlled experiment in which we surface these suggestion counts on Wikipedia articles to logged-in editors/readers (T430712).

This task takes the above a step further by creating a way to show actual suggestions (compared to context-less counts) outside of VE.

The first use case we have in-mind is making logged-in readers aware of the edits they can consider making by enabling them to toggle on an "annotated read view" that shows the specific improvements (read: edit suggestions) they can consider making.

Note: while the actual UX is likely to change/evolve, the need for relating a suggestion to a specific span of text outside of VE is likely to remain.
