we don't have user-agent headers currently configured in jobs-api http health-checks.
in contrast for webservice-cli we are configuring toolforge-startup-check/1.0.0 and toolforge-liveness-check/1.0.0.

• Is this something we care about?
• Is this actually being used by anyone or any tool? I can imaging someone using this to filter out healthcheck logs (somehow).
• would it take much effort/modifications to add this useragent thing to jobs-api healthchecks? probably not. the real question is it actually useful? haven't investigated much on that front.
