When it matches it should apply the tag added in T431295: Define a change tag for "likely contains personal information" to the edit
Technical notes
- This task will need to enable the private tag and the CoPE model checks using the relevant configs
- We will first need to wait for the CoPE model revision checks to be complete and the extension deployed to the wikis we intend to test on
- Initially we will want to enable the feature on a test wiki where we can check that the tag is being correctly added
- Adding a special page to review these edits in a more structured way will be handled through T431289: Build special page for displaying content policy violations, but we can enable the tag in advance of the special page being created for test production wikis
- This gives us a chance to find any bugs with the MediaWiki-extensions-WikimediaAntiAbuse code or the rights-restricted tags feature in MediaWiki core, using the production sites to properly QA test

- The private change tag added in T431295: Define a change tag for "likely contains personal information" is applied to an edit when the oversightable content policy model matches the edit
