Suspended VMs are not migratable live, or migratable at all (? to be verified).

We encourage users to have properly-managed VMs, i.e. they can resist a reboot and need no suspend. With this in mind I think we should be deprecating VM suspend feature altogether and make migrations more reliable in the process.
