Requires T426040: Implement redesigned watchstar popover on desktop and T427638: Allow users to add labels to pages when watching on mobile to be completed first.

Enable the redesigned Watchstar Popover (via wgEnableWatchstarPopover) on the English Beta wiki (https://en.wikipedia.beta.wmcloud.org)

Acceptance criteria
