webservice-cli: detect conflict with HTTPRoutes created by the jobs framework

Description

Only one HTTPRoute can own a tool's hostname (<tool>.toolforge.org) on /.
Both webservice-cli and jobs-api are expected to be able to create one at some point,
so they need to stay out of each other's way.

this is already taken care of in the jobs-api patch that handles publish.
We need to do the same for webservice-cli as well.
