Steps to replicate the issue (include links if applicable):

• Select an article which has a (right) sidebar "in other projects" menu in desktop view
• Use the same article on a mobile phone
• Maybe use Parsoid parser

What happens?:

• On mobile phones there is no "in other projects" menu or menu item in page-actions menu

What should have happened instead?:

• On mobile phones an "in other projects" menu or menu item should be available in page-actions menu, also for not logged-in users.
