Follows on from T430797

Nesli identified a way to optimise the CiteQ module code to avoid an unnecessary lookup - this would reduce entity usage subscriptions.

Biggest part is done, a comment from Arabic wiki went with a string instead of the team approach. Danny still needs to learn if this will not break anything

En Wiki have questions (can't find codeline to replace, ask if can turn into string. Edit in sandbox will be accepted when it's shown to work)

@Neslihan_Turan_WMDE : I added a summary of the differences that exist on the EN module version to the CiteQ sheet. Please have a look, the crux of it seems to be that they don't use a ["unknown-author-trackingcat"], but instead nest ["unknown-author"] within ["trackingcats"], so we need to adjust our 'find and replace' part of the edit request.

enwiki edit request is currently on Cite Q/sandbox and Cite Q/config/sandbox, tests have been made to /testcases and function as intended. Community has been informed.
