yesterday I attempted to create an action with dashes in the name, from https://requestctl.wikimedia.org/action/create-name it appears dashes are allowed:
Please input a name. Allowed characters: letters, digits, - and _
Though an action with dashes fails on save:
Which unfortunately means going back and re-creating the action from start AFAICS
