Add way of excluding all newcomer tasks

https://en.wikipedia.org/wiki/Special:CommunityConfiguration/GrowthSuggestedEdits should have a way of excluding templates and categories for all newcomer tasks. Right now enwiki admins have community configured the same set of exclusions for every single type of newcomer task, and having to do it manually for each new type of task is leading to problems like T426690.

Is it possible to add a screenshot to this task so it's easy to see how this will appear in Community Configuration after your changes?

@KStoller-WMF !Here is a mockup showing how the two new global exclusion settings (excludedTemplates and excludedCategories) will appear in Special:CommunityConfiguration/GrowthSuggestedEdits using standard page-title chip/tag inputs.

That "mockup" is useless -- we can't read C:/Users/abhin/.gemini/antigravity-ide/brain/8823b921-bdd1-44a3-ae88-056298cafdfb/suggested_edits_config_mockup_1784108171777.png. And of course you've used some AI to generate a response to this without actually doing what was asked, so even if we could we would have no way of trusting that what the AI pretended to generate is actually what the code would do ...
