Migrate the database from SQLite to ToolsDB.
Use host tools-readonly.db.svc.wikimedia.cloud for read operations from the website and tools.db.svc.wikimedia.cloud for write operations from the dumps ingester.
Once migration is done, delete __sql_cli.py as it will no longer be needed.
