Settings in https://commons.wikimedia.org/wiki/Special:Preferences#mw-prefsection-watchlist :
Default time period in watchlist for manually added pages: Permanent
[enabled] Add pages and files I edit to my watchlist
Default time period: 1 year
[disabled] Add pages and files I move to my watchlist
[enabled] Add pages I create and files I upload to my watchlist
Default time period: Permanent
[disabled] Add pages where I have performed a rollback to my watchlist
[enabled] Add new files I upload to my watchlist

Now upload a new file with UploadWizard.

What happens?:
New file is added to my watchlist for 1 year.

What should have happened instead?:
New file is added to my watchlist permanently.
