Show the tools sidebar

What happens?:

The Print/export section and the links Download as PDF and Printable version are missing

What should have happened instead?:

Links should be there

I could git bisect the issue to this change in the Vector 2022 skin https://gerrit.wikimedia.org/r/c/mediawiki/skins/Vector/+/1306963
