Fix cables with placeholders names and planned status

Description

From a quick look at Netbox, we have more and more cables with no real labels, but instead placeholders. Opening this task to get them fixed:

ayounsi triaged this task as Low priority.

I updated the desc to give a bit more info and see which ones I might have been responsible for / insight on.

One thing that does strike me is should we have a convention for these "dummy" names? Often we have to add a cable in Netbox ahead of dc-ops on site or remote hands, and thus we need to use a dummy label. I'd been using "changeme" to make them searachable, but looking this is not much use if we are all doing different things?

So should we have a defined prefix we use, to make it easy to search for them all?

And please don't forget to run Homer after changing a cable, as the cable ID is reflected in the interface description.

update the dummy in codfw.
updated all the planned to active in codfw except the HE connection since i might be moving the planned connection.

Updated several cables, will need to continue to update a few more.
