Description

A number of notifications throughout MediaWiki now auto-hide using JavaScript. It should be possible to disable this auto-hide functionality with a user preference. Auto-hiding messages (after two seconds, five seconds, whatever) is an accessibility problem for users who read slowly or who don't understand English natively or whatever else.

The existing behaviour violates WCAG 2.0 SC 2.2.1 Timing Adjustable (Level A). Allowing the user to disable auto-hide in preferences would satisfy SC 2.2.1 but would probably not be Level AAA compliant due to SC 2.2.3 "No Timing".
