Ideally this was part of the information in https://phabricator.wikimedia.org/p/GitHubPRBot/
Tickets like https://phabricator.wikimedia.org/T432192 IMHO should also have a Release tag, and not use boring Phabricator task URLs but {T123456} style so readers can actually see relevant information instead of boring URIs.
There isn't really a codebase; This bot simply provides an API key for use with GitHub Actions to post messages on tasks:

(unless we consider the GitHub Action to be the codebase)
I believe T432192 was an experiment to see if Actions could drive the creation of release tickets automatically.
