Why is Special:Permalink not sufficient? Why is Special:Permlink also needed?

It could be because "perm" is an abbreviation of "permanent". I thought it already existed; so connections could be provided through it as well.

Is this a common issue? If not, then I think that the code to maintain should not accommodate every single user.

I think it would be useful. For example, I was confused by this myself. The final decision is, of course, up to you.
