Double-tap left/right of video on mobile to skip -/+10s

Description

We recently added keyboard shortcuts to aid in skipping around videos in TimedMediaHandler's player, but on mobile (without a keyboard) affordances are still sparse. YouTube's mobile player takes double-taps on the left or right side of the video as skip -10s / skip +10s, which is quite handy.

Community Wishlist request W468 requests adding this support to TimedMediaHandler's player on mobile. This should be possible without disturbing handling of double-click fullscreen handler for mouse.

Note that @TheDJ's work on updating to the new video.js frontend will incorporate this feature by default. :D But that work won't be ready until at least a couple months down the line.

We can get a quick fix on the current frontend deployed long before that, and then know that it will roll forward into the frontend rewrite. <3
