Make it easier for wiki admins to block misbehaving OAuth clients

Description

  • it should be easy to give the permission to disable OAuth clients to a wider group of people than approving etc.
  • there should probably be a simple "block" dialog that's more like Special:OAuthManageMyGrants/revoke than Special:OAuthConsumerRegistration (where disabling currently happens)
  • the block dialog should be linked from the pages related to the OAuth client (Special:OAuthListConsumers, change tag description, maybe revision tools for edits/actions made by the client)
