At present, when you tap Dismiss/Decline on a suggestion within Suggestion Mode, that suggestion gets hidden for the remainder of that editing session and has no bearing on how/if that suggestion will be shown to other people in future editing sessions.
This task involves revising the above so that when someone taps Dismiss/Decline on a suggestion, that action is remembered and used to decide whether a suggestion should not be shown to anyone in the future.
Story
As an [experienced] editor who has declined/dismissed a suggestion, I want that action to influence how/if that suggestion is shown to other people in the future, so that my judgment can:
- Help others avoid spending time on suggestions that aren't worth surfacing
- Prevent newcomers from making changes that do not support project policies and guideline
- Improve the suggestion pool better over time
