Per the T394131 requirement set the Approve action to insert the OCR text into the text layer of each page in the book.

Details and specifics

• Approve action uses the flag primary, progressive per OOUI convention
• Action calls the MediaWiki API to save the OCR text of each page to its corresponding Page namespace
• Uses mw.Api and the edit API endpoint
• Handles both success and failure per page
• Shows an error message inside the dialog if the API call fails
• On complete success closes the dialog and refreshes the Index page pagelist
