Background

Special:ShortPages gets clogged up with disambiguation pages and "soft redirects" that are not "articles." This makes searching for short articles, which was the point of Special:ShortPages, rather difficult.

Proposal

A new magic word __EXPECTSHORTPAGE__ or {{#expectshortpage}} modelled on the existing __EXPECTUNUSEDCATEGORY__, __EXPECTUNUSEDTEMPLATE__, __EXPECTWITHOUTSCANS__ (etc) could be added that would exclude any page it's on from Special:ShortPages.
