Create a user manual for the Starter Kit (starterkit.toolforge.org) on MediaWiki.org at mw: Language_Onboarding_and_Development/Starter_kit. This page will serve as the reference for all outreach and community efforts around the tool, and will be linked from newsletters, mailing lists, etc.
This is a prerequisite task for the broader outreach strategy (see parent task: T431657).
