Description:
Send a targeted MassMessage to administrators and top editors on small and new language Wikipedias (fewer than 50,000 articles) to introduce the Starter Kit, direct them to the user manual, invite them to try the tool, and sign up for an upcoming community office hour.

This is one of the outreach efforts for the Starter Kit. (see parent task T431657).
