UserInfoCard: Include target user name in server-side instrumentation

Description

Given that some adblockers can limit our instrumentation of UserInfoCard, and that we're using that data in our OKR goals, where we're interested in performers that are UWERs (so, quite a small base), we'd like to add the target user name to instrumentation events triggered from UserInfoCardInstrumentation PHP class.

This will make us able to calculate the metrics more reliably, without a confounding factor introduced by adblocks or other browser extensions.
