[jobs-api] add certificate to authenticate against logs-api

Description

In order to authenticate against the logs-api, the jobs-api needs to have a
certificate to authenticate with.

This task is to add that certificate (see the components-api for a reference).

Note that the subject is what will be used by the api-gateway and logs-api for
authentication.
