Description

This is per request at T433169 so that translatewiki.net staff and volunteers can confirm if/when translations were last deployed. It's also helpful in general for bug reports, as we can distinguish if a breaking changed happened recently or not.

Acceptance criteria

We use CalVer, so simply show the date of the deployed version in the footer
