To reproduce, make sure the article's header has collapsed.

What happens?:

Tap and hold to stop a scroll midway doesn't work on the way up - apparent conflict with collapsing header
This bug has been introduced for a while now.

What should have happened instead?:

Tapping and hold should halt the scrolling up right away as on the way down

iOS 18.7.9 on XR
