Summary
We need a way to indicate that a revision flagged in AbuseReview requires no further action. For example, a personal information edit might have been revision deleted and not suppressed. Or, the edit doesn't need any action at all, but it's still good that it was flagged and is considered a true positive. Applying the "no further action" tag should remove it from the list of revisions on Special:AbuseReview.
Acceptance criteria
- Adding this tag to an edit should not remove the relevant change tag that flagged the edit to AbuseReview, e.g. mw-private-personal-info should not be removed
- The tag can be called mw-private-abusereview-no-further-action
- The special page should be updated to include a button for adding/removing the "no further action needed" change tag
- If the "no further action needed" tag is present, then the relevant revision should be visible only in the "Show handled revisions" mode of Special:AbuseReview
