Description

TWL website appears to serve infinite redirect loop and is inaccessible for the readers.
Due to that, the proxy server is no longer usable: if you go on https://cairn-info.wikipedialibrary.idm.oclc.org/, it redirects to https://wikipedialibrary.wmflabs.org/ezproxy/r/ezp.2aHR0c(....)ZvLw-- and is stuck in same loop.

Found it from my Firefox browser in France and reproduced from the terminal on toolforge bastion server.

Hashtags and Wikilink-Tool down too.

https://patchdemo.wmcloud.org/ and https://quarry.wmcloud.org/ are still fine, but https://outreachdashboard.wmflabs.org/ is also dead.

Seems to have been temporary. TWL and Wikilink are back up.

The work happening in T429930: Convert dynamicproxy from nginx to haproxy accidentally caused the X-Forwarded-Proto header to be http (instead of https). This has now been fixed.
