The issue is present no enwiki wmf.15 and enwiki beta - the Steps below will have links for both environments.
Steps to replicate the issue :
- Find an article that doesn't exist in otherUsing the flag ?minMinToolbar=1 , for example

What happens?:
The minimized toolbelt lang counter displays the interlanguage count as one even though an article doesn't lave any interlanguage links
What should have happened instead?:
If an article doesn't have interlanguage links, the counter should not display any count
