At some point, after the migration to QLever is complete (and also we’re satisfied that non-Wikimedia wikis have finished their migration), we should drop support for Blazegraph-specific things from WikibaseQualityConstraints.

This includes:

• hint:Prior hint:gearing "forward". to work around T168973, along with its feature flag if we don’t use that flag for anything else anymore
• WBQualityConstraintsSparqlTimeoutExceptionClasses / $wgWBQualityConstraintsSparqlTimeoutExceptionClasses (QLever timeout detection works differently)
• if we split any queries / query templates between Blazegraph and QLever versions (see parent task and T433704 / T433706), drop the Blazegraph versions
