Update dependencies in the WikibaseLexeme extension.
In the developer README you can find guidelines on how to update the dependencies.
Even though README says LibraryUpgrader is not working/active, LibraryUpgrader is actually active right now.
If there are any issues, create a subtask.
After all changes have been merged, this task can skip the Tech Verification column and be closed directly.

- Existing LibraryUpgrader changes are reviewed to avoid duplicate updates.
- All in-scope npm dependencies are updated.
- All in-scope Composer dependencies are updated.
- Dependencies requiring too much migration work have linked follow-up tasks.
- Relevant Gerrit CI jobs pass.
- The dependency-update guidelines accurately describe LibraryUpgrader and the remaining manual process.
