AC:

Dropdown added in search bar as per Figma
Options are Items and Instances
On switch to Items, show list of instance names and action api URLs - new query to the backend, that just pulls wikibase title and action API url
Formatting in future ticket; a basic wikibase component is fine for now
On switch to Instances, back to usual view of instances
Unit tests on all of this
