This is also blocking CheckUser CI because it loads MediaWiki-extensions-CentralNotice. e.g. https://gerrit.wikimedia.org/r/c/mediawiki/extensions/CheckUser/+/1329550

And also GrowthExperiments CI is blocked by it as well. Multiple teams blocked => UBN.
