Description

While updating dependencies in T435631: [Chore] 🛠️ Update dependencies in Mismatch Finder, it was nontrivial to update php_codesniffer past v3.16.6 due to some significant changes in v4.0.

Upgrade to the latest version (v4.0.4 at time of writing), following the Version 4.0 User Upgrade Guide.

Acceptance Criteria

php_codesniffer is on the latest version
sail composer lint results in no warnings or errors
