The images releng/tox-v3 and releng/tox-v4 inherits releng/python-all which has python 3.9 as the default. That was the version provided by Bullseye, we have since upgraded to Bookworm. There is also more and more packages requiring 3.10 at a minimum, it is thus time to upgrade.
