Summary

If a user opens a Special:AbuseReview page as the result of an Notifications (Echo) notification we should store this for the page_load event and any calls to the verdict REST APIs.

Acceptance criteria

The referrer field is set to echo_notification for page_load and verdict instrumentation events when the user is viewing Special:AbuseReview from an echo notification
