[MEX] M5: release mobile editing to all editors

Description

Once version 1 of mobile editing for Items is complete, we need to turn it off as a beta feature and release it to all editors on Wikidata.

We must coordinate this release with the community communications manager two weeks before.

Acceptance Criteria

  • Mobile editing for Items is available to all editors on Wikidata (not as a beta feature)
  • The timing of the release is coordinated with the community communications manager
