AbuseReview: Render the verdict and attribution in the header with an InfoChip

Description

Summary

The revised design indicates that we should display verdicts (false positive; no further action needed) as info chips.

We should also show which user recorded the verdict, and when.

Acceptance criteria

  • If a verdict has been applied to a revision, it should display as an info chip with green/yellow color and relevant icon, with "Recorded by {username}" below it
  • misc: Update the "Flags" header to "Flag", since we just display a single content flag per revision per inbox now
